四川发布客户端消息 2018年2月，习近平总书记来川视察，在视察天府新区时首次提出“公园城市”理念，并对成都作出“要突出公园城市特点，把生态价值考虑进去”的重要指示。
记者今日从成都市规划局获悉，为落实总书记重要指示精神，聚焦高标准规划、加快建设美丽宜居公园城市，成都市选取100个公园，现在全球范围内公开征集公园概念设计方案，招募国内外一流规划设计机构开展公园概念方案设计，汇聚全球智慧，为加快推动公园城市重大项目招商建设，尽早建成美丽宜居公园城市奠定基础。
In February 2018, during his visit to Sichuan, Xi Jinping, general secretary of CPC central committee, for the first time proposed the concept of "Park City" and gave the important instruction of “highlighting the characteristics of park city and taking into consideration its ecological value". To implement the instruction of the general secretary, Chengdu decides to accelerate its pace of building a high-standard, beautiful and livable park city. To this end, Chengdu is now soliciting the concept design scheme of the chosen 100 parks and calling for first-class planning and designing agencies worldwide to propose their schemes, in the hope of picking up the pace of business attraction and construction for the major projects in the building of a park city by gathering global wisdom, so as to lay a solid foundation for building a beautiful and livable park city as early as possible.
本次征集活动由成都市规划管理局牵头统筹组织，各区（市）县人民政府及成都天府新区管委会、成都高新区管委会、空港新城管委会、简州新城管委会、淮州新城管委会具体承办。征集活动面向全球公开，邀请具有相关景观设计（建筑设计）或城乡规划的设计机构参与，欢迎全球优秀的设计机构参与征集活动。
This solicitation activity is led by the Bureau of Planning and Management of Chengdu and supported by the governments of all districts (city) and counties, and the Management Committees of Chengdu Tianfu New Area, Chengdu High-tech Industrial Development Zone, Chengdu Aerotropolis New Town, Jianzhou New Town and Huaizhou New Town. （三）项目规模：本项目总共100个公园，分别位于成都市22个区（市）县和空港新城、简州新城、淮州新城辖区内。
Project scale: this project includes a total of 100 parks located in 22 districts (cities) and counties of Chengdu, as well as Aerotropolis New Town, Jianzhou New Town and Huaizhou New Town.
（四）工作要求：按照相关要求，分别对一个或多个公园进行概念设计，含功能布局、空间形态等，形成概念设计方案。
Requirements: make conceptual designs of one or more parks and put forward design schemes according to relevant requirements, including functional layout and spatial form.
（五）应征设计单位需按照《成都市公园规划设计导则（试行稿）》（详见附件2）和征集人要求进行方案设计、修改完善等工作，并对概念设计方案的实施、落地提供咨询服务。
All candidate design institution should make designs and conduct modification and perfection according to “Guidelines for Park Planning and Design in Chengdu (trial version)" (see attachment 2) and provide advisory services for the implementation of conceptual design schemes.
二、征集人

三、申请人资格要求：须具备如下条件之一
Qualification requirements: applicants must at least meet one of the following requirements
申请人为国内设计机构，须为独立法人，并具有景观设计或建筑行业（建筑工程）设计甲级或城乡规划编制甲级资质；申请人为境外机构的，须在其所在国家或地区具有合法营业及设计许可；申请人为港、澳、台机构的，须在其所在地区具有合法营业及设计许可。接受具备上述1-3项中任意两项或以上条件的机构组成的联合体申请人。
Applicants working for domestic design institution must be independent legal persons and have A-level qualification in landscape design or architectural design (architectural engineering) or A-level qualification in urban and rural planning. Applicants working for overseas institutions must have legal business and design license in the countries or regions they find themselves in. Applicants working for institutions in Hong Kong, Macau and Taiwan must have legal business and design license in the countries or regions they find themselves in. Co-applicants meeting at least two out of the above three requirements are allowed to apply.
四、时间进度安排
Schedules
6月6日，成都市100个公园概念设计方案征集和各区域公园概念征集（招标）公告发布。
June 6, the announcement of solicitation (bidding) of the concept design scheme of 100 parks in Chengdu and all districts and areas.
6月底，各区（市）县政府、管委会完成本区域内公园概念设计单位资格审查、开标，确定设计单位。
End of June, the governments of all districts (cities) and counties, as well as all management committees finish the qualification examination and bid opening of conceptual design institutions for the parks in their areas and determine the final design institution winning the bidding.
7月底，设计单位完成设计方案，各区（市）县政府、管委会完成概念设计方案评审，评选优秀概念设计方案，并组织集中宣传、发布设计方案。
End of July, the design institution completes their design scheme for the governments of all districts (cities) and counties as well as all management committees to examine. The excellent schemes will be determined, publicized and finally released.
五、征集说明
Note
各区（市）县、管委会组织本区域内部应征设计单位资料收集、筛选等工作，公园名录及发布网站等具体信息详见附件。
Each district (city) and county as well as management committee shall organize the data collection and screening of the candidate design institutions within their areas. The park directory and website can be seen in Annex 。
